He is an internationally recognized scholar, author, film producer, public speaker and workshop facilitator. He is recognized for his more four decades of research and writing on the origins of federal Indian law and international law, most notably focused on what he calls the Doctrine of Discovery and Domination. He is the foremost authority, scholar and speaker on the subject.
Steven has been a tirless advocate on behalf of Original Nations and Peoples for decades. Steven has carried on a global campaign since 1992 (he began with Birgil Kills Straight, a Traditional Headman and Elder of the Oglala Lakota Nation), regarding the negative consequences of imperial Vatican documents from the fifteenth century. Those documents resulted in the domination and decimation of Original Nations and Peoples of Mother Earth, and extends to All Peoples, Beings, and Future Generations.
In May 2016, he met with Pope Francis prior to a meeting that same day with the Pontifical Council for Justice and Peace in Vatican City.
