Capital Area Human Services was established by the Louisiana Legislature in 1996 and was enacted in 1997 to operate and manage the publicly funded, community-based programs and services for mental health, addictive disorders, developmental disabilities, and co-occurring disorders in the parishes of Ascension, East and West Baton Rouge, East and West Feliciana, Iberville, and Pointe Coupee.
