Colonial Soil and Water Conservation District

Soil and water conservation districts (SWCDs) were established in the 1930s to develop comprehensive programs and plans to conserve soil resources, control and prevent soil erosion, prevent floods, and conserve, develop, utilize and dispose of water. Today, 47 districts serve as local resources for residents in nearly all Virginia localities. Districts, which are political subdivisions of the state, manage conservation programs, and deliver conservation services free of charge. SWCDs are special purpose districts created to develop and carry out a program of soil, water, and related natural rersource conservation.The Colonial Soil and Water Conservation District serves Charles City, James City, New Kent, and York Counties, as well as the City of Williamsburg. The District area covers approximately 660 square miles, reaching a total population of over 175,000.
